HEEHRA Rebates available through TECH Clean California

Income-eligible Californians can maximize their savings when upgrading to a heat pump HVAC system. These rebates are exclusively available through TECH Clean California-certified, HEEHRA-trained contractors. Income-qualified California residents can receive a HEEHRA rebate of up to $4,000 or $8,000 for switching to a new heat pump HVAC system. Please note: HEEHRA rebates are funded by the federal Inflation Reduction Act, which is overseen by the U.S. Department of Energy and managed by the California Energy Commission (CEC). HEEHRA rebates are only available through HEEHRA-trained, TECH Clean California-certified contractors.

Single Family HEEHRA Rebates Fully Reserved in Central and Southern California

As of January 7, 2026, HEEHRA rebates for single family homes in Central California and Southern California are fully reserved. All reservation requests for projects in the Central and Southern regions that were not approved prior to January 7 have been put on a waitlist. Reservations submitted after January 7, 2026, will also be put on this waitlist. Waitlisted projects are only eligible for a HEEHRA rebate if the heat pump is installed after the reservation is approved. Northern California is expected to be fully reserved in February 2026. Income verifications are only accepted in the Northern region as of January 2, 2026. You can find your region on this table of counties by HEEHRA budget region.

We recommend using the Eligibility Express income verification portal as it provides faster income determinations. If you need support in a language other than English or need to qualify your income using documentation other than a 2024 qualifying tax form or proof of enrollment in CalFresh, Medi-Cal, WIC, or SSI, please use Eligibility +Support.  

Rebate reservations are being processed first come, first served and the process begins with an approved income verification. Available funding is limited and can be found on the TECH Public Reporting Budget Report

The rebate reservation is not approved for your home until your HEEHRA-trained and TECH Clean California-certified contractor is told the reservation is approved. Projects installed before receiving an approved reservation are not eligible for HEEHRA rebates. Customers who have initiated or completed a heat pump HVAC installation are not eligible to submit an income verification application. 

All HEEHRA projects must be installed and invoiced by December 31, 2025 to take advantage of 25C tax credit that expires at the end of the year, and is only available for heat pumps placed into service by December 31, 2025. All HEEHRA projects must be completed and invoiced by February 28, 2026. 

Emergency replacements and process exceptions are reviewed on a case-by-case basis. Please verify your income prior to an emergency replacement and direct your contractor to reach out to the program team about your situation.

Enrolling is simple and the only way to provide incentives and rebates to your customers. Once enrolled, you must complete an enrollment form and subsequent training. Once approved, your HEEHRA badge will appear on your profile.
